Chip has over 40 years’ experience in optimizing processes to increase capital efficiency and reducing risk in highly technical and dynamic environments. He has supported the highest levels of aviation leadership within the Department of Defense (DoD) with an extensive background as a Defense Acquisition Professional, Air Traffic Control (ATC) Subject Matter Expert (SME), and aviation policy advisor. A proven leader Chip is known for identifying barriers to improving organizational and operational effectiveness.
Chip brings a unique perspective to each consulting opportunity; he holds a Bachelor of Science in Business Management, is a Member of the Defense Acquisition Corps, and attained Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification. Chip lives with his wife Barbara and their 3 dogs in Georgetown, DE.
I was the PMA-213 Deputy Program Manager for Expeditionary Air Traffic Control (ATC) Systems at NAS Patuxent River, MD. I managed six different ATC systems and 15 contracts worth approximately $140M in Future Years Defense Program (FYDP). I led a cross competency team of over 100 geographically dispersed individuals located at Naval Information Warfare Center (NIWC) Pacific, San Diego, CA., Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field, MD., and Naval Support Activity (NAVSUP), Mechanicsburg, PA
Educating and training our youth. I have been very fortunate in my career and I relish sharing that information / education with our younger employees. I believe it not only helps them learn and grow in their current jobs but it exposes them to future opportunities.
I love riding my motorcycle and attending classic car shows.
Marksmanship, as a Marine I was required to requalify with a rifle / pistol annually, I still enjoy target practice at a local firing range.
